The purpose of this EIB assignment is to bridge the existing knowledge gap in evaluating investment requirements, financing needs, and funding efforts in the European Union (EU). This covers both the implementation of the EU water acquis, and the assessment of additional resources needed to strengthen water resilience in public and private sector projects in the EU.

The assignment will consider inter alia: (i) the implementation of the water acquis (regulatory, monitoring and administrative costs); (ii) investments in (water service) infrastructure (both new and replacement of capital assets) and ecological/ecosystem restoration: (iii) investments needs for individual “water-use” sectors, in particular as responses to increasing (climate change, societal and political) risks including beyond Europe. Additionally, it will analyse potential investment shortfalls and funding/financing disparities between: (i) water management and resilience challenges (e.g. inefficient water use, scarcity, pollution and water-related risks but also ecological/ecosystem restoration); (ii) between EU Member States (MS), identifying groups of MS that face similar funding and financing challenges that might require similar solutions and pathways; (iii) between sectors and economic activities while identifying funding and financing opportunities from both public and private sources.
